Outsourcing your Technical Services
One of the primary objectives of the Facility Services Program is to establish a relationship that provides the
owner / manager the technical resources required to effectively mange the services of the property. A common
misconception of outsourcing is that the manager relinquishes some control over these services. Existing Tolin
clients would clearly contradict and discount this misconception. Their ability to manage the process and improve
services has increased based on the additional resources Tolin provides the property.
Many successful Real Estate Management Firms and Corporate Facility Departments have recognized the
benefits of utilizing the technical services of Tolin. The decision to outsource was based on the clear understanding
of each companies core competencies. Tolin has been able to successfully implement a customized Facility Services
program that meets the unique need of some of the most dynamic companies in the country.
A key element of any successful outsourcing program is understanding your clients needs both today and in the
future. Understanding these needs and putting them into action is difficult process, however Tolin has perfected this

Capabilities:
Tolin utilizes the experience and resources available to customize an operations and maintenance programs to
specifically meet the needs of each individual property. Typical service programs will include the following:
Staffing
- On Site - Qualified operating personnel to perform the day to day functions required of each property. Typical activities include operating log, work request orders, tenant service request, general building maintenance.
- Off Site -Qualified technicians who are specialize in particular systems maintenance, repairs and operations. Typical activities include chiller maintenance, building automation services, fire life safety testing and electrical services.
General Building Maintenance
- The on-site staff will perform to general maintenance activities to assure tenant satisfaction and a professional building appearance.
- Typical activities include hot/cold calls, lighting calls, adjust door closures, locks, replace, ceiling tiles, general carpentry, snow removal and others.
Mechanical Maintenance and Operations
- The on-site staff will perform the daily operation and maintenance functions required to provide a comfortable, healthy, and productive work environment.
- The on-site staff will be supported by the technology and expertise or the off-site support staff to complete the maintenance and repair requirements of each property.
Electrical Operations and Maintenance
- The on-site staff will operate, monitor and maintain the electrical support systems within each property to minimize work place interruptions.
- Electrical Distribution Systems will be visually inspected an tested for reliability. Any indication of failure or deterioration will be corrected.
- Emergency Power Generators will be scheduled for periodic testing and preventive maintenance in accordance with manufacturer’s recommendation.
- Uninterruptable Power Systems will be periodically tested and maintained in accordance with manufacturer’s recommendations and operational consideration.
- The off-site staff will provide expertise to complete all maintenance and repair activities required by a majestic electrician.
Fire, Life Safety Systems
- Qualified fire, life safety service technicians, (NICET II) will perform the required test, inspection and maintenance services to provide for a safe working environment.
- All maintenance services will comply with NFPA standards as well as local codes and regulations. A complete copy of inspection reports will be maintained at the clients property.
Plumbing
- The on-site staff will perform the daily operation and maintenance functions required to provide a comfortable, healthy, and productive work environment.
- The on-site staff will be supported by the technology and expertise or the off-site support staff to complete the maintenance and repair requirements of each property.
Building Automation Systems
- The on-site staff will be trained and qualified to operate the building automation system for each property.
- The programming, monitoring and maintenance of the building automation system will be documented and analyzed to maximize the efficiency of the operation without sacrificing tenant comfort.
Technical Support Services
- Indoor Air Quality: A planned preventative approach to test and evaluate for airborne contaminates.
- Refrigerant Management: A comprehensive approach to managing your refrigerant requirements. Services include a containment program, recycle, reclaim and recovery services as well as complying with appropriate documentation and certification requirements.
- Energy Management Services: A custom designed program to monitor and analyze utility consumption. Make recommendations for improved efficiencies and improved operations.
- Monitoring Services: Monitor the performance of the mechanical systems to assure proper operation and temperatures are maintained 24 hours a day, 365 days a year.
Reporting and Documentation
- Tolin will develop, implement and update all documentation and reporting requirements for the operation and maintenance activities of each property. This documentation will provide complete accountability of performance for the facility services program.

- Preventive/Predictive Maintenance Records
- Inspection Records
- Equipment Repair History
- Equipment Data Files
- Test Reports
Quarterly performance Reports will be provided to management summarizing each month’s activities. These reports
will provide performance measurement to track the operational improvements within the property.
